Extremely Low FPS after re-install

Hi, I have an issue of not being able to run the game with playable FPS even though I, had played it at fairly high and decent fps before. I re-installed the game after hard drive was replaced and now it runs as though on integrated graphics (the stuttering and super slow fps-just the starting screen, can barely navigate because of stuttering curser) even though it is set to run with GTX 960m graphics as default. I tried running it as admin, but nothing changes. Graphics card up to date. I can run all other games, even more graphically intensive fairly well.

 

Intel Core i7-6700HQ CPU @ 2.60GHz 

8GB ram

GTX 960m graphics card

Only thing that works is if I enable nvidia video card driver to run as preferred driver in global settings for whole computer.
