Connecting to multiplayer servers

I don't know how these things are programmed really, but what I frequently see, when connecting to a multiplayer server, is having the map load and then getting thrown back to lobby, even when there is room on the server. That can happen several times over and over until you finally get in. Could the procedure be reprogrammed so that if there is some kind of hiccup, maybe somebody else joining at the same time or whatever the case may be, you stay in queue until you get in, instead of having to try to connect again and again.
