Why is this part of the map "out of bounds" on the Moscow map?

Performance reasons. It was never intended to be flown over. It was in some of the very first DEV announcements of the theater.

I hope with DirectX 11 this will be possible!

I wonder if Moscow objects have enough details to be seen from any distance closer tham what we get. Recreating the city that looks good from 2k was huge work already, recreating one that looks good when you can fly over the rooftops is much more manhours.

I don't mind that we can't fly over it at this time in the sims development. Id rather they spent the time and effort in other areas. The man hours to do it justice would be rather excessive I would imagine.

There was a DEV video where they flew directly over the city. It looked really good. Led to speculation that we would get to fly over it someday (after DX upgrade?). They repeated in response, however, that it would not be fly-over-able for this release.

That was during the live stream. And it was not intended to fly at low altitude and show it publically at the same time.

I remember I posted a screenshot but it got moderated and replaced by a high altitude one. ;)
