2.001 Won't update via Steam (error: content still encrypted) *SOLVED*

I'm getting an error message trying to update the game via Steam: "content is still encrypted" and downloading won't start at all.

Solution:

 

1) Close Steam,

2) Terminate Steam.exe (if still running) via Windows Task Manager,

3) Delete file appmanifest_307960.acf from \Program Files (x86)\Steam\SteamApps\  folder

 

Now the updating download will commence.

so is this from not doing the steam updates? possibly? as in their new encryption files for the exes? 

I ask this because they just did a huge update for this last year.

 

and then another one last month because I had to update all my 155 games..
