Spotter doesn't spot if a spawner MCU is linked to it.

Replication steps:

1. Create the following kind of setup:

NDB is neutral at mission start and has 10 km spotting radius set, the Behaviour sets the country to German.

2. Run a MP mission where you have that setup.

3. Join German team in the mission.

---> BUG: The NDB does not spot. (Expected: The NDB should spot and as a German player, you should be able to see the spotting circle on the map.)

It looks like this issue was reintroduced in 3.001. Spotters don't seem to work now on our Finnish VirtualPilots' server.
