Object Filter - Fixed Groups

Can someone please tell me what "Fixed Groups" are in the Mission Editor Object Filter dialog?

I think that's the packaged buildings and groups available in the mission editor: city blocks, airfield objects...

Hmmm, I tested the packaged buildings and they are still only selected in the Object Filter by the "Blocks" check box. I tried making a group of single buildings, but that's not selected by "Fixed Groups" either. The mystery remains.
