Vibrating horizontal line

So this is gonna be hard to explain. I've got a new monitor today (ACER G246hlfbid ''24) and this is the only game its actually happening.

 

Basically when I'm moving my head up->down there is this horizontal  line going across the middle and it is disrupting/shaking  the picture but like I mention it only sticks to this horizontal line its not happening over the whole screen. And when zooming in and moving my head it can be seen even better.

 

When not moving my head around and being in third person  I can see that this horizontal line is vibrating.

Dont know what to do.. Am I running a too high resolution ? 1920x1080 ? 

I tried taking screenshots and video but non of them show it up.

Is this possibly screen tearing?

 

Do you have Vsync enabled?, if you play at screen native resolution, unchecking full screen mode in launcher settings can help, and not require Vsync (my Nvidia experience only)
