Planes flickering

Hello. I'm a new player and new to the forum. Every time I start shooting at a plane it starts to flicker a white color (regardless of whether I'm hitting it or not). I've tried all the individual graphics options and none of them seem to make a difference. The only thing that will get the problem to go away is to go to the 'low' graphics setting.

 

Does anyone know the difference between 'low' and 'balanced'? Has anyone else had this flashing/flickering problem? Any idea how to fix it? Also, I captured a video to show this problem, but I can't figure out how to upload it to the post. Any help is appreciated. Thanks!
