Spotting unit - what is it?

New 1.106 version says you can add a 'spotting unit' to see objects.  Is this Any unit or a specific Spotting unit?  Its unclear.

Many objects, such as vehicles, ships, and trains, have a "Spotter Radius" option in the object advanced properties. You can select this and specify the spotting radius (in meters). A dashed circle appears around the object that acts like a radar. All objects within the circle can be shown on the GUI map. Planes have a 10,000m spotter radius by default. A good choice to replace the airbase spotter (removed for this version) is the "ndb" vehicle. Place it on the airbase and it provides a spotting circle plus a radio beacon for pilots to home in on.

Is it possible to set the altitude under which the spotter would no longer see a plane?
