"Settings "not working

When playing the sim in my Steam account,the "settings 'utility is not working .After hitting it I go directly to 'start' option without being able to change load-outs and/or skins.i have done a 'verify" in the main steam utility once but it made no difference.Should i try it again or is there another option? I think this happened with the latest up date , but not sure at this point.....
