I would say that your CPU is struggling to keep up with your GPU when there is a big demand graphically, there is quite a bit of an imbalance there.

 

Try and download MSI afterburner and run the game and look at the logs, it should give an idea if one part of your system is being overstretched

It is also recommended (by AMD) to disable turbo mode in the bios when using that CPU in high performance/demand situations

 

Turbo mode can also lead to stuttering due to wide fluctuations in clockspeed
