How do I get AI Planes to follow on ground attk missions?

I am flying BOS Campaign. I am flying the German FW-190. I have noticed that for both the Escort, and Ground Attack mission types, I cannot get the AI planes to group up and fly through the waypoints. They just fly in circles around my home base. What am I missing here?
