Is this accurate, that you can lower the flaps or raise them one degree at a time?

depends on the plane and how it was designed.

It is historically accurate in those planes that have it.

 

Btw: Notice that planes with electrically operated flaps (like LaGG-3, La-5 and Pe-2) deploy and retract flaps a lot faster than planes with manually operated flaps (Bf 109 and I-16)

Is he still around, he disappeared like a decade ago?
