Sorry Foobar.  I've read and re-read what you have written but I can't figure out what it is you are asking for.  Can you throw a few more words at it?

I Think He Means That This Format Is Irritating And Difficult To Read.....

If you read the headlines of a topic, all words have capitals at the beginning. This thread for example is written: Forum: Capitalizing With Topic Headlines.

As unreasonable said, this is very irritating. A thread in the German section is called: "Www.il2Skins.de - Deine Skin-Community Ab Sofort Online!" That looks very strange, as the email address should be: "www.il2skins.de". I tried to change it, but I couldn`t. It seems that you don`t get capitals in the text after using a full stop (Www.il2Skins.de), what is also more than questionable.

I never thought anything of it.  In English it is correct to write the words of a heading in capitals (though perhaps not the verbs).   Do you write in lower case in Germany?

Yes. Title of the thread should be "www.il2skins.de - Deine ( or: deine) Skin-Community ab sofort online!". Nouns and names in capitals, the rest in lower case.
