Low Framerate

Hello Guys,

i have a Problem with Il2 BoS. I just bought Il2 BoS and directly installed the game of course. On installationprogress everything was fine. Then i started the game. In welcomescreen i have only 6 FPS. If i fly a quick mission i only have about 20-25 FPS. The default Graphicsettings was High. I tried to reduce the settings (low Graphocs with AA off), but the FPS rate did not change, so no matter what i did the FPS didn't change. 

My system: 
Windows 7 x64
IL2 BoS V.1.008
ASUS Rampage 4 Extreme Socket 2011
Intel Core i7 3820 3,6GHz
Club 3D Radeon 7950 HD Royal Queen with actual Driver 14.12
8 GB GeSkill 1600 MHz G Skill Ram

In my opinion my system is okay for IL2 BoS, or what do you think? I checked the Recomended systemrequirements and my system is above these requirements.

I noticed that my graphiccard was at 99% activity during the gameplay.
