Is there no way to turn off motion blur?

One of my friend want turn off motion blur, but I cannot find the way.

 

I opened every flie related with graphic, but there is no option about motion blur.

 

Is there someone who know how to do this, Please help me!

It should be under the camera options and is called a cinematic effect.

but one thing I dont like is that the F2 camera no stable effect is gone after turn off the cinematic effect.

 then go back to the cinematic effect space and uncheck the Head move option?

it does not work, unless uncheck the cinematic effect.  after turn it off I can feel that I am more situation awareness, no dizzy anymore. F2 camera feeling is gone. but I doubt this feeling is realy close to reality. I think human eyes and brain have great ability to compensate the shaking and blur. such effect is actullay presented in a camera instead of in human eye.
