can you help? Severe time lag issues

Hi there

 

I just purchased IL Sturmikov Battle of Stalingrad.

 

Unfortunately I'm getting a lot of time lag issues.

 

My computer uses Windows 8.1

 

Processor is: AMD A8 - 6500 APU with RADEON HD Graphics 3.50 GHz 

 

System is a 64 - BIT Operating System and x64 based processor

 

And I have 5.19 GB of available RAM

 

Question:

 

Is there anything I can do to improve performance?

 

If I need to upgrade my computer then what is the minimum I need to do?
