Slow & jerky cursor movement in menu screens

Cursor moves slowly and with jerky movements in the menu screens like I have a 10fps screen refresh rate. Is this a common problem?

 

intel i7 @ 2.93 ghz

My machine seems to be running the sim on the edge of abilities with a fps of around 30.

Happens to me to (and have seen it mentioned by others) tho I have a marginal system. In-game, it's smooth enough, just the menus.
