Its annoying. Presumably so it makes it more difficult to use so that it can't be misused. The LaGG 3's, along with others, had a notoriously unreliable hydraulic system. Maybe if folks want to use it as an added extra for combat they should also have to put up with hydraulic failure from time to time. Dropped gear, immobile flaps etc.
