Safe Collisions Server Setting makes takes invulnerable in Player v Player (Thought it might be work-around for tanks hitting invisible objects)

Over at the DangerDogz on a Saturday night we run a tanks only server just for our squad.
Whilst preparing the missions for tonight I had an idea, one which I thought might be a light bulb moment to get round invisible objects and wheel barrows taking out a tank.
I thought that enabling the "Safe Collisions" setting would mean that "collisions" (my definition when two planes or vehicles run into each other) would not result in any damage.
